People with no recourse to public funds (NRPF) who are sleeping rough may be able to access some services provided by local authorities, charities and community organisations.

Some emergency shelters and homeless accommodation projects may provide bedspaces to people who are not eligible for housing benefit or homelessness assistance because of their immigration status.
Services for people sleeping rough may vary between areas. Some services are provided by charities, while others may be delivered through partnerships between councils and voluntary and community organisations.
Councils may also be able to provide accommodation on a discretionary basis in some circumstances when no other statutory support is available.
