1. Eligibility and terms of use
1.1 These terms and conditions apply to all bike hangars in the on-street programme managed by Islington Council. Note that bike hangars on council estates are managed by the Housing Transport and Asset Management Team. See more information about bike parking on estates.
1.2 You must be a current Islington resident to be eligible for an on-street bike hangar space. There may be alternative secure cycle parking available for Housing Estate residents, but estate residents are still eligible and can apply for an on-street parking space.
1.3 Bike hangars are accessed by a key, and you will share the bike hangar with up to five other people. You are only entitled to one space per person even, if you have more than one bicycle.
1.4 Your designated space will be identifiable by letter (such as A, B, C). This letter corresponds to a marked space in each bike hangar. If you are found to be storing more than one bicycle in a space or found not to be using your designated space, the unauthorised cycle may be removed without notice.
1.5 A bike hangar space costs £107.25 a year to rent and there is a refundable key deposit of £27.75. For all new users we require a full payment of £135 before we can process a new subscription. Subscriptions are annual and non-refundable (see section 7.4 for more information).
1.6 Most standard bicycles fit inside the bike hangar, however, it is not suitable for cargo bikes, tandems, tricycles or most other types of cycles. Some accessories, such as child seats or front baskets may not fit and you will need to remove them when you park. Please contact us if you do have a cargo or adaptive cycle and we can consider whether we can accommodate your request.
2. How we allocate hangar spaces
2.1 An application is required in order to receive an offer, please apply online. You do not need to do anything until you have received the email offer.
2.2 The council operates a first come, first serve policy when offering out bike hangar spaces for each hangar, starting with the applicants who have been on the waiting list the longest.
2.3 If a space in a hangar becomes available and is offered to you, you will be notified by email. You will have 14 days to choose whether to accept this offer or not. After 14 days we will offer the space to another applicant on the waiting list.
2.4 We reserve the right to periodically contact all registered applicants to reconfirm their interest in the on-street bike hangar programme.
2.5.1 Spaces are offered once they become available. All offers are made based on your position on the waiting list and availability of the closest hanger to your address (unless other location is explicitly stated).
2.5.2 When offering a hangar space consideration is taken to the proximity of a hangar to the residential address on the application. One application equates to one space per person. If you have submitted duplicate applications, in the same name, we will only use the oldest application. You can apply on behalf of someone else, e.g. for your children. We can accept multiple applications per household, with a different household member named on each application.
2.6 Newly installed bike hangars are first offered to those who have made an application (and are on the waiting list) based on the proximity of the hangar to the residential address on the application.
2.7 Bike hangar spaces are non-transferable. We will not accommodate bike hangar transfers unless you have moved addresses within the borough and provided proof of a new address, dependent on hangar availability near your new address.
3. Using bike hangars
3.1 You can only park one bicycle in your designated parking space marked A, B, C, etc. If you are found to be storing more than one bicycle in a space the unauthorised bicycle may be removed without notice. It is your duty to inform us immediately at cycleparking@islington.gov.uk if another user is parked in your designated parking space.
3.2 Only one key per user will be provided and you must not attempt to create additional keys.
3.3 Keys to new subscribers will be issued within 15 working days of payment received and posted via Royal Mail recorded delivery. We require a signature upon delivery. On occasions, where we do not have a key available, the lead time for you to receive a key can be up to 10 working days longer. Subscription start dates are assigned 7 days after we have posted the key.
3.4 If you lose your key, replacement keys cost £27.75 which must be paid before a new key will be issued. Your original key deposit cannot be used to cover the cost of your replacement key. We aim to have keys delivered in 15 working days although this may take longer if we do not have them in stock. If you lose your key, please email cycleparking@islington.gov.uk immediately.
3.5 Sharing your bike hangar key with another person is prohibited. Any misuse of the space could lead to the cancellation of your subscription and being banned from the service.
3.6 Bike hangar spaces are not transferable between people, if you no longer require your space please see cancellation terms (section 7).
3.7 You must take reasonable care when using the bike hangar and avoid damaging it or any equipment contained in it. You must not litter or damage the bike hangar in any way. We are not liable for any personal effects left in the bike hangar. This means items such as baskets, lights, and other gadgets should be removed. If you find your bike hangar has been damaged, please email cycleparking@islington.gov.uk immediately.
4. Renewal of bike hangar space
4.1 We will write to you to inform you when your subscription is due to expire. It is your responsibility to ensure your subscription is renewed before the end of the expiry date. If you do not renew your subscription, we reserve the right to remove your bicycle with immediate effect. There is an extensive waiting list as bike hangar spaces are highly sought after.
4.2 Users must notify Islington Council if there is any change to their registered address and contact details (email address) by emailing cycleparking@islington.gov.uk.
4.3 Users with unpaid subscriptions will be notified via email that their bicycle will be removed with 2 weeks’ notice. If we do not receive a response, we will remove the bicycle at the end of the third week. You are not entitled to any compensation or restitution of any goods removed or any damage caused to such goods, including bicycles and locks. Removed bicycles will be kept for a maximum of 3 months in an Islington Council depot. Bicycles can be reclaimed within this time period with a £135 unlocking fee made payable to Islington Council. Bicycles which are not collected after 3 months will be considered abandoned and donated to charity or to local projects. If your bicycle has been removed and you would like to reclaim it please email cycleparking@islington.gov.uk.
5. Bike hangar maintenance
5.1 The council reserves the right to remove access to any bike hangar with minimal notice for the purpose of utility works, construction works and other street works.
5.2 The council reserves the right to remove access to any bike hangar which requires maintenance and repair, especially in the case of a vehicle collision. The council aims to respond to maintenance issues within 5 working days of it being reported. Where a bike hangar is out of service, at the council’s discretion, the corresponding amount of time will be added to your current year of subscription.
5.3 We may open the bike hangars for regular maintenance, cleaning, security, or other reasons. Whilst care will be taken to ensure bicycles will not be damaged in the process we cannot guarantee this and bicycles are stored at your own risk.
5.4 We reserve the right to change the lock to the bike hangars at any time. Where appropriate, a new key will be provided to users who have a paid subscription and they will be notified of any changes. Subscription dates may also be extended to take into account any impact on access to your hangar space.
5.5 We operate an annual bike hangar cleaning programme, where each hangar is checked, maintained and cleaned. We are not liable to clean the bike hangars at any other time, although we may consider ad-hoc cleaning requests. Outside this annual clean, users may wish to clear and responsibly dispose of leaves and other debris if it is safe and you are able to do so.
6. Risk of theft
6.1 Your bicycle is parked in an on-street bike hangar at your own risk. Islington Council is not responsible for the loss, damage and theft of bicycles, locks or other items stored in the bike hangar units.
6.2 We do not provide any insurance for users’ bicycles and we advise you to check with your insurance provider to see if your policy covers bike theft and/or damage while parked in an on-street bike hangar.
6.3 We recommend that you lock your bicycle using a heavy-duty lock that is Gold Secure rated or above, as well as a robust chain or cable. We recommend that you use two locks of different types (for example, D-lock, robust chain, and padlock).
6.4 If you believe a bike hangar has been broken into or tampered with please contact us immediately by emailing cycleparking@islington.gov.uk. We will arrange for an engineer to assess and repair any damages.
6.5 In the event that your bicycle is stolen, please report this to the police and provide us with the crime reference number. If you choose to vacate your hangar space following the theft of your bicycle, we will refund your deposit (after return of the key) and the period of the remaining subscription, as long as we have the crime reference number.
7. Cancelling your bike hangar space
7.1 If your bicycle does not fit in your allocated bike hangar, please email cycleparking@islington.gov.uk. In such a case, you have 14 days to return the keys for a full refund.
7.2 If you intend to leave the scheme you will need to inform us by emailing cycleparking@islington.gov.uk with your request to cancel. The key then needs to be posted to:

We recommend using a tracked delivery service with the key securely attached to the envelope, or a padded envelope, with a note stating the user’s ull name and their wish to leave the scheme. Once the hangar key has been returned to us we will be in contact to process the return of the key deposit. Refunds can take at least 31 working days to be processed.
7.3 Key deposits will be refunded within 31 days of cancellation once we have received your key. The council will have to receive your key within 31 days of your subscription end date in order to receive your refund. If we do not receive your key, your key deposit will be retained to pay for a replacement key.
7.4 Subscriptions are annual and non-refundable. No refunds will be issued if you choose to terminate your bike hangar agreement part way through the term of your subscription (unless as a result of bike theft and a crime reference number is provided). Your key deposit is refundable upon receipt of your key. If you are found to be storing a bicycle in an on-street bike hangar without an up-to-date subscription, the unauthorised bicycle may be removed without notice (see section 4.3).
8. Location of new bike hangars
8.1 The council decides where new bike hangars are located based on the level of local applications for a bike hangar space and other criteria such as suitability, safety and personal security factors.
8.2 Before deciding on any installation of on-street bike hangars, we hold a resident consultation and consider all resulting feedback.
9. Policy statements
9.1 The council reserves the right to remove or relocate any bike hangar that has been installed. We will contact all users and go through the necessary traffic orders before this is completed.
9.2 The council reserves the right to alter or amend the bike hangar terms and conditions at its discretion.
